松辽流域智慧水利建设方案初探

The exploration for intelligent water conservancy construction of Songliao River Basin

国家网络强国战略及区域发展大背景下,智慧水利建设越来越成为流域高质量发展的重要路径。近年来,依托重点工程松辽流域已初步建成水利信息化基础设施、水利业务应用和水利信息化保障环境组成的水利信息化综合体系,但仍存在监测感知能力不完善、基础环境支撑不足、资源整合共享困难、应用系统管理分散等诸多问题,信息化水平不高。因此,大力推进松辽流域智慧水利建设是一项必要且紧迫的工作。在总结水利部松辽水利委员会信息化发展现状的基础上,对松辽流域智慧水利建设总体思路、目标与重点任务进行阐述,并提出下一步工作思考,可为推进流域智慧水利建设提供参考依据。

Under the background of national cyberpower strategy and regional development,intelligent water conservancy is increasingly the important way to high-quality development of Songliao basin.In recent years,relying on the priority projects,the comprehensive information system of water conservancy,which includes water conservancy information infrastructure,water conservancy business application and information security environment,has been preliminary built.But there are still many deficiencies,such as imperfect monitoring and perception system,insufficient basic environmental support capacity,lack of resource integration and shar-ing,decentralized application system management,and so on.Therefore,it is necessary and urgent to vigor-ously promote the construction of intelligent water conservancy in Songliao River Basin.On the basis of sum-marizing the current situation of informatization development of Songliao Water Resources Commission of the Ministry of Water Resources,general ideas,strategies and key tasks about intelligent water conservancy con-struction were elaborated,and the next work plans were put forward.It provides a reference for comprehen-sively promoting the intelligent water conservancy construction of Songliao River Basin.
