摘要 规划管控条例对住房供给的成本与住房的可支付性具有重大影响。本文首先以美国和马来西亚住房市场的规划管控为例,介绍了其严格的规划管控引发房价上涨的历程。之后,对我国租赁住房市场上规划设计条例缺乏、借鉴产权型住房管控引发建设成本上涨的现状进行了分析,借鉴国际经验与教训,提出了我国租赁住房规划设计管控的思路。 Planning control has dramatic influence on the cost of housing and housing affordability.This paper takes the planning control in the housing market of US and Malay-sia as cases,and argues that the strict planning control has incurred the rise of housing price.Then it points out that the planning control of China has led to the cost increase of construction of rental houses due to the lack of relevant regulations.It concludes with the implications of regulating the rental housing market in China.
