社区更新的多方协作机制:美国社区发展机构的启示

The Multi-stakeholder Collaboration Mechanism of Community Regeneration:Community Development Corporations in the US and Its Enlightenment

随着城市发展的转型提质,社区更新逐渐成为提升人居环境品质和促进社会治理创新的重要手段和关键领域。从1960年代的邻里复兴运动以来,美国城市实践者持续探索通过社区层面的更新与发展措施来应对城市社会问题的路径,其中社区发展机构作为以社区为本的非营利性组织,逐渐成为协调多元主体、联动多方资源,主导、推动和支持社区的更新和长期发展的重要行动者。本文对社区发展机构推动社区更新的机制和运作模式进行剖析,从而为我国社区更新实践提供经验与参考。

With the transformation and improvement of ur-ban development,community regeneration has been both a significant means and key field of improving the quality of urban environment and enhancing social governance.Since the neighborhood revitalization movement of 1960s,Ameri-can urban practitioners have been exploring approaches to addressing urban social issues through community level regeneration and development initiatives.Community De-velopment Corporations,as community-based nonprofit organizations,have gradually become important actors to coordinate multiple subjects,link multiple resources,and lead,promote and support the renewal and long-term de-velopment of communities.This paper analyzes the mech-anism and operation mode of Community Development Corporations promoting community regeneration,so as to provide experience and reference for community regenera-tion practice in China.
