摘要
成渝城市群是“三横两纵”城镇化战略格局的西部重心,已进入以成渝地区双城经济圈建设为主的新发展阶段。当前,成渝城市群结构初步形成,人口向成都、重庆都市圈持续集聚,居民住房需求满足较好,购房和租房负担不重。但是,与京津冀、长三角、珠三角等其他大型城市群相比,成渝城市群城镇化水平和竞争力有待进一步提升。虽然成渝两地在公积金一体化合作等方面取得明显成效,但城市群住房体系尚不完全满足双城经济圈发展要求,住房供给结构性、区域性失衡仍然存在,房地产市场调控缺乏政策协同,租赁住房供给在套型和区位上还需优化。下一步,应积极调整城市群结构,优化住房供给,完善“一城一策”,加强规划与政策协同,促进城市群住房体系协调发展。
Urban agglomeration is an aggregation of multiple cities with the central city as the core and radiating to the surrounding.In the new stage of high-quality development of urbanization,the state attaches great importance to the development of urban agglomeration.In 2017,the official report of the 19th National Congress of the Communist Party of China pointed out that urban agglomeration should be the main body in establishing a coordinated development pattern of large,medium and small cities and small towns.In 2018,the Opinions on Establishing a More Effective New Mechanism for Coordinated Regional Development by CPC Central Committee and the State Council clearly pointed out that it is necessary to establish an integrated and interactive development model in which urban agglomerations are led by central cities and regions are led by urban agglomerations.As the development of China’s urbanization enters a new stage led by urban agglomerations,a large number of socio-economic factors,such as population,will concentrate on urban agglomerations.In central cities,the housing market transactions are dominated by second-hand houses,the rental market becomes more active,and the financial and intermediary services of housing are becoming more and more developed.In addition,the relationship between different cities within the urban agglomeration is closer,and the spillover effects in the real estate market between different cities are more and more obvious.High house prices in central cities will also lead residents’migration to surrounding small and medium-sized cities.Chengdu-Chongqing urban agglomeration is the Western focus of the“three horizontal and two vertical”urbanization strategic pattern of China,and has entered a new development stage focusing on the construction of Chengdu-Chongqing Economic Circle.The 14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035 pointed out that it is necessary to promote the construction of the Chengdu-Chongqing Economic Circle,and make it an important economic center with national influence,a scientific and technological innovation center,a new highland of reform and opening-up,and a high-quality livable place.At present,the structure of Chengdu-Chongqing urban agglomeration has initially taken shape,the population continues to gather in Chengdu and Chongqing metropolitan areas,the residents’housing needs are well met,and the burden of house purchase and rent is not heavy.However,compared with other large urban agglomerations such as Beijing-Tianjin-Hebei,Yangtze River Delta and Pearl River Delta,the urbanization level and competitiveness of Chengdu-Chongqing urban agglomeration need to be further improved.A healthy housing system is of great significance to promote the development of high-quality urbanization.Although Chengdu and Chongqing have achieved remarkable results in the efforts in constructing the twin-city economic circle,the housing system,from the perspective of urban agglomeration,does not fully meet their development needs.The structural and regional imbalance of housing supply still exists,the regulations and policies of the real estate market lack coordination,and the supply of rental housing needs to be optimized in terms of type and location.In the next step,it is necessary for Chengdu and Chongqing to adjust the structure of urban agglomeration,to optimize housing supply,to further improve the“one city one policy”initiative,and to strengthen the coordination of planning and policy,so as to achieve a coordinated and healthy housing system in the level of Chengdu-Chongqing urban agglomeration.
