我国残疾人专门协会发展现状与改革方向

Development Status and Reform Direction of Specialized Associations for the Disabled

专门协会是残疾人公共服务体系的重要主体,但学界对此的相关研究明显不足。目前,我国残疾人专门协会数量上已初具规模、发挥一定作用,在法人化方面进行了初步探索。但专门协会在运作过程中存在专业化服务能力不足、内部治理不够健全、可利用的社会资源匮乏、与残联和服务对象的互动不充分等问题。在新时代,要积极探索科学有效的运行管理机制,充分发挥专门协会的“代表、服务、维权”职能,完善残疾人公共服务体系。

Specialized associations are an important subject of the public service system for the disabled,but the related academic researches are obviously insufficient.In the process of development,specialized associations have played a certain role in quantity,scale and function,and made a preliminary exploration in the legalization.However,there are some problems in the process of operation,such as insufficient professional service capacity,imperfect internal governance,lack of available social resources,insufficient interaction with the Federation of Disabled Persons and service objects,and so on.In the new era,we should actively explore scientific and effective operation and management mechanisms,give full play to the functions of special associations including representative,service and rights protection,and improve the public service system for the disabled.
