The Current Situation of the Atticas Station and Cooperation between China and Uruguay in the the Antarctic Pole

凭借地缘优势,乌拉圭较早介入南极国际治理平台,成为第一批《南极条约》缔约国,并在南极事务中扮演着重要角色。乌拉圭作为首个与中国签署“一带一路”合作谅解备忘录的南方共同市场国家,与我国有着良好的合作基础。通过对乌拉圭南极阿蒂加斯科学考察站基本情况的研究、中乌合作历史背景的总结以及中乌南极合作战略意义与合作路径的研判,可为我国拓宽“南极朋友圈”以及提升南极治理话语权与影响力带来积极影响。

Relying on its geographical advantages,Uruguay was the first state party to the Antarctic Treaty due to its early involvement in the Antarctic international governance platform,and has played a significant part in the Antarctic affairs.As the first Mercosur country to sign the memorandum of understanding on“Belt and Road”for cooperation with China,the two countries have a good basis for cooperation.Through examining the situation of the Antarctic Scientific Research Station in Uruguay,summarizing the historical background of the bilateral cooperation and reviewing the strategic significance and path of the cooperation,it’s concluded that the cooperation can bring a positive impact on the promotion of the discourse power and influence in Antarctic governance and contribute to the expansion of China’s“Antarctic circle of friends”.
