The Selection Mechanism of Major Policy for the Construction of Science and Technology Innovation Talents in Ningxia

人才是科技创新最关键的因素,创新的事业呼唤创新的人才。近年来,随着创新驱动战略的深入推进和人才强区工程的实施,宁夏科技人才队伍建设取得明显成效,科技人才实现量质齐升,人才结构和布局不断优化,创新能力不断提升,但在人才结构布局、人才引培留用、人才使用环境和政策体系建立等方面都还存在着突出的问题。本文基于宁夏科技创新人才队伍建设中存在的主要问题,提出了相应的对策措施。

Talent is the most critical factor in technology innovation,and innovative undertakings call for innovative talents.In recent years,with the advancement of the innovation-driven strategy and the implementation of the talent development project,Ningxia has achieved remarkable results in the construction of science and technology talents.The talents have increased in both quantity and quality,talent structure and layout have been continuously optimized and the innovation ability has been improved.However,there are still prominent problems in terms of the distribution of the talents,the recruitment and retention of talents,the environment of talents utilization and the establishment of policy systems.In view of the above-mentioned problems,corresponding countermeasures are put forward.
