科技型中小企业发展的关键问题探究

Research on the Key Problems in the Development of High-tech SMEs in Nanjing

为贯彻落实《国家创新驱动发展战略纲要》,推动大众创业万众创新,加快对科技型中小企业的精准支持力度,2017年起科技部在全国范围内组织开展科技型中小企业评价工作。如何助力以科技型中小企业为代表的市场主体继续保持经济活力、成为高质量发展的中坚力量,是各地在新格局发展体系中塑造创新驱动发展新优势的着力重点。本文以南京市通过评价的科技型中小企业为研究对象,对2017—2020年期间科技型中小企业发展中存在的问题进行了全面分析,并以公共科技管理的视角提出了相应的建议。

In order to implement the“Outline of the National Innovation-Driven Development Strategy”,promote mass entrepreneurship and innovation,and accelerate the targeted support for high-tech SMEs,the Ministry of Science and Technology has organized the evaluation of high-tech SMEs nationwide since 2017.How to help market entities represented by high-tech SMEs continue to maintain economic vitality and become the backbone of high-quality development is the focus of localities in shaping new advantages of innovation-driven development in the new pattern of development system.This article takes the high-tech SMEs that have passed the evaluation in Nanjing as the research object,conducts a comprehensive analysis of the problems in the development of high-tech SMEs from 2017 to 2020,and puts forward corresponding suggestions from the perspective of public science and technology management.
