法学视域下宁夏旅游诚信体系之完善

Research on the Establishment and Perfection of Ningxia Tourism Credit System under the Scope of Law

宁夏正在积极推进国家全域旅游示范区和文旅融合发展示范区的创建工作,而旅游业的良性发展与行业诚信体系建设不可分割。宁夏旅游资源的特征决定了其建设旅游诚信体系的制约因素和存在问题,需要因地制宜、具体分析。法学视域下旅游诚信体系的完善主要涉及旅游经营者、旅游消费者、旅游行业自律组织等主体,需要社会信用法律规范、民事法律规范、行政法律规范等介入,其中对旅游经营者的引导规制、对信用规则的运用是核心内容。

Ningxia is actively promoting the establishment of a national tourism demonstration zone and a cultural and tourism integrated development demonstration zone,and the benign development of the tourism industry is indispensable to the construction of an industry credit system.The characteristics of tourism resources in Ningxia determine the constraints and existing problems of its construction of a tourism credit system,which requires specific analysis according to local conditions.Through analysis,it’s believed that the improvement of the tourism credit system under the scope of law mainly involves tourism operators,tourism consumers,tourism industry self-regulatory organizations and other subjects,and requires the intervention of social credit laws,civil laws,and administrative laws,in which the guiding regulation of tourism operators and the use of credit rules are the core content.
