电商赋能乡村振兴:内在逻辑、模式选择与发展创新

E-commerce Enables Rural Revitalization:Internal Logic,Mode Selection and Development Innovation

农村电商参与乡村振兴是城乡共同富裕的必然要求。农村电商赋能乡村振兴内在地契合乡村产业振兴与发展需求,有利于在双循坏背景下促进农村消费模式转型升级。电商赋能乡村振兴的模式主要有农场直供模式、联营协作模式和村企合作三种模式,其中村企合作模式最适合城乡融合发展趋势。然而,电商赋能乡村振兴也存在诸如政府引导不足、政策支持滞后、市场供需矛盾以及过度追求经济效益的现实障碍。应以理念创新为先导、政策创新为保障、实践创新为路径,筑牢农民主体地位,锚定城乡共同富裕目标,保护乡村文化和生态安全,并强化互联网信息基础建设,增进协同治理、数字治理和风险治理能力。

The participation of rural e-commerce in rural revitalization is an inevitable requirement for the common prosperity of urban and rural areas.Rural e-commerce empowerment is inherently in line with the needs of rural industrial revitalization and development,which is conducive to promoting the transformation and upgrading of rural consumption mode under the background of double recycling.There are three modes of e-commerce enabled rural revitalization:farm direct supply mode,joint venture cooperation mode and village enterprise cooperation mode.Among them,the village enterprise cooperation mode is the most suitable for the development trend of urban-rural integration.However,e-commerce enabled rural revitalization also has practical obstacles such as insufficient government guidance,lagging policy support,contradiction between market supply and demand,and excessive pursuit of economic benefits.We should take concept innovation as the guide,policy innovation as the guarantee and practical innovation as the path,strengthen the dominant position of farmers,anchor the goal of common prosperity between urban and rural areas,protect rural cultural and ecological security,strengthen the construction of Internet information infrastructure,and improve the ability of collaborative governance,digital governance and risk governance.
