新时代开放高等教育落实立德树人根本任务的若干思考

Some Thoughts on Implementing the Fundamental Task of Moral Education and Talent Cultivation in Open Higher Education in the New Era

开放高等教育作为区别于普通高等教育的重要教育形式,在新时代如何贯彻落实立德树人高质量发展要求,是关系我国高等教育发展前景的一个重要命题。为充分释放开放高等教育的育人空间与活力,针对开放高等教育对立德树人特殊性认识不够充分、立德树人理念落实不够彻底、立德树人制度体系不够健全、立德树人推进过程不够协同及立德树人保障支撑不够到位5大现实困境,强调开放高等教育立德树人需要厘清包括总体目标、内在原则、丰富内涵及方式方法在内的多维系统,进而搭建开放高等教育落实立德树人根本任务的可行性实践路径:1)入脑入心,铸牢思想根基;2)推引结合,搭建制度体系;3)全程贯彻,打造育人氛围;4)科学把控,抓牢质量成效;5)切实敦促,落实基础保障。

Open higher education is an important education form with distinct features,and how to realize the high-quality moral education and talent cultivation in the new era is a vital proposition for the future development of China’s higher education.In order to fully unleash the space and increase the vitality of open higher education,five main problems in implementing the fundamental task of moral education and talent cultivation need to be emphasized,including the insufficient understanding of its particularity,incomplete implementation of its concepts,imperfect coordination in its process,unsound institutional system and weak policy support.A multidimensional system shall be clarified,covering the overall objectives,inherent principles,rich connotations and means for moral education and talent cultivation in open higher education.To fulfill this fundamental task following a feasible path,we shall:a)take root in people’s hearts to build the ideological foundation;b)combine both promotion and guidance in teaching to set up a complete institutional system;c)create a nurturing atmosphere for the whole education process;d)control scientifically to achieve the quality and effectiveness of education;and e)promote the task effectively to realize the fundamental guarantee.
