Cultural Consumption and the Improvement in the Quality of Economic Growth

摘要 本文利用中国省级面板数据实证分析文化消费对经济增长质量的作用及公共文化支出的影响。研究发现,文化消费从增长效率、稳定性和可持续性三方面提升了中国经济增长的质量。市场化水平、开放程度以及经济发展水平三类地区异质性检验结果显示,文化消费对低指标地区增长质量的平均效应显著高于高指标地区,在时间维度上的累积效应也更明显。作用机制检验结果显示,文化消费通过知识资本提高了经济增长的可持续性但降低了经济增长的稳定性;通过引导行为规范全面提升了增长效率、稳定性和可持续性;通过培育社会资本提高了增长稳定性和可持续性。公共文化支出对文化消费的经济效应具有抑制作用,该作用在可持续性渠道中尤为明显。时序异质性分析表明,挤出效应主要发生在第一样本期;第二样本期内公共文化支出的作用明显改善,其主要来自增长效率和可持续性两条渠道。 This paper makes an empirical analysis on the effects of cultural consumption on the quality of economic growth as well as the impacts of public cultural expenditure with Chinese provincial panel data.The regression results show that cultural consumption improves the quality of China’s economic growth from three aspects:growth efficiency,stability,and sustainability.The heterogeneity tests about marketization level,openness level and economic development level suggest that the average effects of cultural consump-tion on growth quality in low-index regions are significantly higher than that in high-index regions,and so are the cumulative effects in time dimension.The mechanism tests suggest that cultural consumption weakens the stability of growth and significantly improves sustainability by promoting knowledge capital.By guiding the code of conduct,it has improved the efficiency,stability,and sustainability of growth.By fostering social capital,economic growth is more stable and sustainable.Further examination shows that public cultural expenditure inhibits the positive effects of cultural consumption on the quality of growth,especially in the sustainable channel.The analysis of time-series heterogeneity suggests that the crowding-out effect mainly occurs in the first period,and the effect in the second sample period is significantly improved,mainly through growth efficiency and sus-tainability.
