水库水资源问题解析与治理保障措施--以南京市江宁区东焦水库为例

Analysis of Reservoir Water Resources Issues and Guarantee Measures for Governance--Taking Dongjiao Reservoir in Jiangning District,Nanjing City as an Example

水库是我国应用广泛的水利工程之一,兼顾防洪、泄洪、蓄洪、兴利等关键作用,因此水库水安全和水质等水资源问题长期以来均得到高度重视。本研究以南京市江宁区东焦水库为例,从水生态、水安全和长效管护等角度切入,总结水库存在的水资源问题,并从健全管护体制与机制、提升水安全水平、推进科技信息化建设、引导公众参与等角度提出了相应的治理保障措施,以期为水库水资源保护提供科学依据。

Reservoir is one of the most widely used water conservancy projects in our country,taking into account key functions such as flood control,flood discharge,flood storage,and profit development,therefore,water resources issues such as reservoir water safety and water quality have long been given high priority.This study takes the Dongjiao Reservoir in Jiangning District,Nanjing City as an example,starting from the perspectives of water ecology,water safety,and long-term management and protection,and summarizes the problems of water resources in water storage,and puts forward corresponding governance safeguard measures from the perspectives of improving management and protection systems and mechanisms,improving water safety,advancing the construction of scientific and technological information,and guiding public participation,in order to provide a scientific basis for the protection of reservoir water resources.
