失独老人社会保障的存在问题和对策研究

Study on the problems and countermeasures of social security for the elderly who lost their only child

文章在理论分析与实证分析相结合的方法指导之下,以特定历史时期的政策遗留问题“失独老人”作为主要的研究对象,着眼于其社会保障问题,探讨现有理论层面的政策措施及学者建议,分析目前失独老人社会保障问题的社会实效,并基于以上研究,针对性地提出了发挥选调生和定向医学生的积极作用、运用“失独老人以房养老”模式、“三个阵地”宣传等对策,以期为了解与完善失独老人社会保障问题提供借鉴。

Under the guidance of the method of the combination of theoretical analysis and empirical analysis,the“elderly people who lost their only child”as the main research object,the policy legacy of a specific historical period,focusing on its social security issues.It discusses current theoretical policy measures and scholars’suggestions,analyzes the current social effectiveness of the social security problem for“the elderly who lost their only child”.Thus,based on the above research,this paper puts forward some countermeasures,such as giving full play to the role of the students selected for medical survey,the positive role of the medical students,the use of the mode of“providing for the aged by housing”,and the publicity of“the three positions”,with a view to understand and improve the social security of the elderly who have lost their independence.
