我国城镇职工医保个人账户现状及优化路径研究

Research on current situation and optimization path for individual accounts of urban employees medical insurance

采用文献研究法对我国城镇职工医保个人账户现状进行梳理后发现,我国城镇职工医疗保险个人账户在特定历史时期发挥重要作用,但随着我国基本医保全面覆盖和深化医保制度改革的需求,个人账户资金沉淀、共济能力不足、违规使用等问题日益凸显,应从活化资金存量、健全门诊共济保障和创新监管层面,实现对个人账户的优化。

By reviewing current situation of individual account of medical insurance for urban employees by literature research,it finds that the individual account of medical insurance for urban employees plays an important role in a specific historical period.However,with the comprehensive coverage of basic medical insurance in China and the need to deepen the reform of medical insurance system,the problems of the individual account such as capital precipitation,insufficient mutual aid ability and illegal use are increasingly prominent.It is suggested to realize the optimization of individual accounts from the aspects of activating the stock of funds,improving the mutual aid of outpatient service and innovating supervision.
