摘要 [目的]了解2013-2019年武汉市卫生人力资源配置状况,分析武汉市卫生资源配置的公平性,为武汉市"十四五"期间区域卫生资源优化配置提供科学依据。[方法]通过武汉市各类医疗卫生机构卫生人员数量、结构、各区人力资源分布等情况反映武汉市医疗资源的现状,利用Gini系数分析2013-2019年武汉市卫生资源配置的公平性。[结果]2013-2019年武汉市卫生人力资源按常住人口分布的Gini系数为0.23~0.37,公平性较好;按地理面积分布的Gini系数大于0.7,公平性不足。[结论]武汉市医疗资源发展迅速,总量逐年增加,但医疗资源配置结构仍欠合理。区域差距较大,中心城区优于远城区,按资源配置人口公平性优于地理面积公平性,卫生人力资源配置公平性有待改善。 Objective To understand the status of health human resource allocation in Wuhan from 2013 to 2019,analyze the equity of health resource allocation in Wuhan so as to provide scientific basis for optimizing regional health resource allocation during the"14 th Five-Year Plan"period.Methods Current situation of medical resources in Wuhan was reflected by the number of health staff,structure and distribution of human resources in various medical and health institutions.Gini coefficient was used to analyze the equity of health resources allocation in Wuhan from 2013 to 2019.Results According to Gini coefficient analysis,the Gini coefficient of the distribution of health human resources by permanent population in Wuhan from 2013 to 2019 was 0.23-0.37,with good fairness;The Gini coefficient of geographical area distribution was higher than 0.7,so the fairness was insufficient.Conclusions The health resource in Wuhan develop rapidly,the total amount of medical resources is increasing year by year,but the structure of medical resources allocation is still unreasonable.The regional disparity is large,central urban area is better than distant suburban area.The equity of population allocation according to resources is better than that of geographical area,and the equity of health human resource allocation needs to be improved.
