摘要
针对江西省气象部门预警信号评估存在的问题,通过梳理《气象灾害预警信号质量检验办法》要求,结合江西省预警信号发布特点,对暴雨、暴雪、大风、大雾、雷电等5类预警信号检验方法进行了优化,该系统可计算查询预警信号的TS评分、空报率、漏报率、命中率和预警时间提前量等结果。建立的预警信号检验评估系统,实现了省、市、县三级预警信号的实时检验、评估和展示,为省、市、县三级预警信号的制作提供了技术支撑,为预警信号规范化发布提供科学依据。
In view of the problems in the evaluation of early warning signals by the meteorological department of Jiangxi province,combing the requirements of the Meteorological Disaster Early Warning Signal Quality Inspection Measures and the characteristics of the early warning signals issued by Jiangxi province,the five types of early warning signals including heavy rain,snow,heavy wind,fog,and lightning are tested.The method has been optimized to calculate the TS score,false alarm rate,missing alarm rate,hit rate and early warning time advance of the early warning signal.An early warning signal inspection and evaluation system has been established to realize the realtime inspection,evaluation and display of early warning signals at the provincial,city,and county levels,providing technical support of the production of early warning signals for the province,city,and county,and providing for the standardized release of early warning signals scientific basis.
