摘要 [研究目的]一体化的情报系统构建方法难以应对情报服务需求的变化,在不确定性的环境中采用这一方法构建的情报系统难以满足应用的需要。为了能够有效构建面向不确定性应用需求的情报服务系统,需要对情报系统的体系结构进行重新建构。[研究方法]基于分而治之的系统建构思想,提出了情报融合中心的概念。对情报融合中心所应具有的技术特征、实现方法、典型场景以及实现路径问题进行了详细的论述。[研究结论]将情报融合中心作为情报服务系统构建的基础设施不仅可以为动态构建各种由需求驱动的情报服务系统提供普适性的基础服务而且还可以通过系统集成实现社会性的情报资源和服务在更大范围内的协作共享。基于情报融合中心构建情报服务系统可以很好地应对由不确定性环境所带来的影响。 [Research purpose]The integrated information system construction method is difficult to cope with the change of information service demand,and the information system constructed by this method in the uncertain environment is difficult to meet the application needs.In order to construct an information service system for uncertain applications effectively,it is necessary to reconstruct the architecture of the information system.[Research method]Based on the system construction idea of dividing and conquering,the concept of Information Fusion Center(IFC)is put forward.The technical characteristics,implementation methods,typical scenarios and implementation paths of the IFC are discussed in detail.[Research conclusion]Using IFC as the infrastructure of the intelligence service system can not only provide universal basic services for the dynamic construction of various demand-driven intelligence service systems,but also realize the collaboration and sharing of social intelligence resources and services in a wider range through system integration.The information service system based on IFC can well cope with the influence brought by the uncertain environment.
