区域创新发展视角下地方特色新型智库建设模式研究

Research on the Construction Mode of New Think Tanks with Local Characteristics from the Perspective of Regional Innovation-Driven Development

[研究目的]中国整体处于效率驱动阶段向创新驱动阶段发展的过渡阶段,对地方智库建设模式系统划分和智库建设路径进行研究,有助于地方选择合适的建设模式进行地方智库建设,推动地方创新驱动战略的进行,加强地方智库对区域创新发展的服务能力。[研究方法]梳理总结了中国特色新型智库建设模式的相关研究,立足不同的经济发展阶段、制度环境和创新主体的地位及其空间层面的相互间联系对地方智库建设模式进行划分,从建设基础、建设内容、适用范围等方面对每种模式的建设路径进行了分类探讨。[研究结论]将地区智库建设模式划分为科研中心、企业中心、产业联盟、研企合作和网络型五种类型,提出了服务区域创新发展的地方特色新型智库的建设策略,为地方建设促进区域创新发展的地方智库提供支撑。

[Research purpose]China as a whole is in the transition stage from efficiency driven stage to innovation driven stage,the research on the system division of local think tank construction mode and think tank construction path will help local governments choose appropriate construction mode for local think tank construction,promote the implementation of local innovation driven strategy,and strengthen the service capacity of local think tanks for regional innovation and development.[Research method]This paper combs and summarizes the relevant research on the construction mode of new think tanks with Chinese characteristics,divides the construction mode of local think tanks based on different economic development stages,institutional environment,the status of innovation subjects and the relationship between them at the spatial level,and discusses the construction path of each mode from the aspects of construction foundation,construction content and application scope.[Research conclusion]This paper divides the construction mode of regional think tanks into five types:scientific research center,enterprise center,industrial alliance,research enterprise cooperation and network,puts forward construction strategy of new local characteristic think tanks serving regional innovation and development,and provides support for the region to build local think tanks to promote regional innovation and development.
