制度逻辑视角下省级政府数据开放绩效的影响因素及生成机制——基于20省的模糊集定性比较分析

Influencing Factors and Generation Mechanism of Provincial Government Data Opening Performance from the Perspective of Institutional Logic——A Fuzzy Set Qualitative Comparative Analysis Based on 20 Provincial Governments

[研究目的]政府数据开放是政府信息公开在大数据时代的延伸和跃进。各省政府因不同的制度安排及行动机制产生了数据开放绩效的差异。探究政府数据开放绩效的生成机制对促进政府数据开放的纵深发展具有重要意义。[研究方法]从制度逻辑的视角切入,运用模糊集定性比较分析法对20个省级政府数据开放平台进行分析,探究我国省级政府数据开放绩效的影响因素与生成机制。[研究结论]省级政府数据开放绩效受到多个因素的共同作用和影响,顶层设计与基本准备、数据利用和便民互动是影响政府数据开放绩效的关键因素。省级政府数据开放高绩效的生成机制包括了行政自我激励与规制机制、社会反馈机制和复合协同机制。

[Research purpose]Open government data is an extension and leap forward of government information opening in the era of big data.Different institutional arrangements and behavior mechanisms of different provinces have resulted in differences in the performance of open government data.Exploring the generation mechanism of government data opening performance is of great significance to promoting the in-depth development of data open.[Research method]From the perspective of institutional logic,this paper uses the fuzzy set qualitative comparative analysis method to analyze 20 provincial government data opening platforms that have been online,and explores the generation mechanism of provincial government data opening performance.[Research conclusion]Provincial government data opening performance is affected by multiple factors.Top-level design and basic preparation,data utilization,and convenient interaction are key factors that affect the performance of open government data.There are three mechanisms to generate high performance of provincial government data opening:administrative self-motivation and self-regulation mechanism,public feedback mechanism and compound coordination mechanism.
