摘要
我国医疗服务价格改革对推动公立医院补偿机制转轨、促进医疗技术进步、支持医疗事业发展起到了积极作用,但也面临一些历史局限。新形势下,深化医疗服务价格改革的内涵主要体现在规范项目、总量调控、分类管理、动态调整、监测考核5个方面,要正确处理医疗服务价格改革与药品耗材带量采购、医保支付方式改革的关系,建立以健康为中心的驱动机制,实现医保支付与价格改革的三重境界。
China’s medical service price reform has played a positive role in promoting the transformation of public hospitals’compensation mechanism,promoting the advancement of medical technology,and supporting the development of medical industry.However,it also faces some historical limitations.Under the new situation,the connotation of deepening medical service price reform is mainly reflected in the five aspects:standardized medical service charge items,total volume control,classified management,dynamic adjustment,and monitoring and evaluation.It is necessary to correctly handle the relationships between medical service price reform,volume-based procurement,and medical insurance payment reform,and to establish a health-centered driving mechanism,so as to realize the triple function of medical insurance payment and price reform.
