新时期,实现中国对外贸易绿色高质量发展关系到贸易强国建设、对外贸易转型升级和双循环新发展格局的构建。当前,中国经济社会发展不仅要面对全球经济与贸易增速放缓、贸易保护主义和逆全球化抬头、中国贸易快速发展的红利逐步弱化、新一轮技术革命如火如荼展开之变局,还要面对中美贸易争端加剧、全球经贸规则重构等带来的巨大不确定性挑战。应采取加快构建新时期对外开放新格局、加快推进对外贸易产业转型升级、加快构建更加自由便利的对外贸易营商环境、努力提升中国在国际经贸规则重构中的话语权等措施,切实推进中国对外贸易绿色高质量发展。

In the new era,the realization of the green and high-quality development of China’s foreign trade is related to the construction of a major trade country,the transformation and upgrading of foreign trade,and the construction of a new dual circulation development pattern.At present,China’s economic and social development should not only face the global economic and trade slowdown,the rise of trade protectionism and de-globalization,the gradual weakening of the dividends that promote the rapid development of China’s trade,and the unfolding of a new round of technological revolution,but also face the great uncertain challenges brought by the intensification of Sino-US trade disputes and the reconstruction of global economic and trade rules.We should take measures to accelerate the construction of a new pattern of opening up in the new era,speed up the transformation and upgrading of foreign trade industries,build a more free and convenient foreign trade business environment,and strive to improve China’s discourse in the reconstruction of international economic and trade rules,so as to effectively promote the green and high-quality development of China’s foreign trade.
