摘要 基于GNSS服务能力及低轨卫星导航服务需求,对国内外低轨卫星现状进行了综述,总结其技术发展路径及效果,研究了低轨卫星导航系统的使能技术,结合服务需求和技术发展趋势,提出我国低轨卫星导航系统发展“增强、备份、独立”三步走的建议,并给出了地面段、空间段和用户段的相应配置。增强模式采用“信息+信号增强”的模式,多种手段综合提升系统服务性能。对于第一步和第二步,可采用统筹建设的方法,形成增强和备份能力。可为我国低轨卫星导航系统的建设提供参考。 Based on extensive research on GNSS service capabilities and LEO navigation service requirements,this paper investigates the current status of low-orbit satellites at home and abroad,and summarizes its technological development path and effect.The enabling technology of LEO satellite navigation system is also studied.The three-step proposal of“Augumentation,Backup,and Independence”for the development of Chinese LEO satellite navigation system is put forward.The corresponding configuration of the space segment,ground segment and user segment is given.The augmentation mode can adopt the“information+signal augmentation”mode to comprehensively improve performance,meanwhile,the first and second step can be considered and designed as a whole which provides reference for the construction of LEO satellite navigation system in China.
