新医改形势下医护绩效分开核算分析

摘要 随着医药卫生体制改革进程不断向纵深推进,医院逐步意识到精细化管理的重要性。如何让医院战略规划有效贯穿于整个医疗体系,医院首先需要进行内部绩效改革。通过分开考核医护绩效,打破了医护之间平均分配的模式,充分体现了“多劳多得、优劳优得”这一核心原则。新核算模式的实行在一定程度上实现了绩效向临床一线风险系数高、操作难度大的关键技术岗位倾斜的目的,充分调动并发挥医护人员工作的积极性与主动性。提升科室工作效率、医疗服务质量与服务水平,保障医疗卫生安全,提高医院整体运营效率及竞争力,进而全面推动医院高质量可持续健康发展。 With the deepening of medical and health system reform,hospitals gradually realize the importance of fine management.How to make the hospital strategic planning run through the whole medical system effectively,the hospital first needs to carry out internal performance reform.Through the separate assessment of medical and nursing performance,the mode of average distribution between doctors and nurses was broken,which fully embodies the core principle of"more work,more gain,better work and better gain".To a certain extent,the implementation of the new accounting model has achieved the goal of performance inclining to the key technical posts with high risk coefficient and difficult operation,and fully mobilized and played the enthusiasm and initiative of medical staff.To improve the work efficiency of departments,medical service quality and service level,ensure medical and health safety,improve the overall operation efficiency and competitiveness of the hospital,and then comprehensively promote the high-quality sustainable and healthy development of the hospital.
