市域社会治理视角下个人极端暴力犯罪防控能力提升路径研究

Research on the Improvement Path of Individual Extreme Violent Crime Prevention and Control Ability from the Perspective of Urban Social Governance

个人极端暴力犯罪一直是破坏社会治安稳定和人民安居乐业的一大“痼疾”,这类犯罪往往呈现潜在犯罪人员隐蔽性、暴力行为发生突然性、暴力行为后果严重性等特征,不断刺激着社会的神经。对个人极端暴力犯罪的防治进行考察发现,当前存在对个人极端暴力犯罪防控没有形成合力、特殊人员管控存在不足、预警防范能力不强等问题,严重影响个人极端暴力犯罪的防控。因此,可以以市域社会治理为切入点,贯彻落实多元治理、综合治理方针,落实特殊人员管控,优化矛盾解决链条、增强防范能力,推动落实市域社会治理,反向实现对个人极端暴力犯罪的控制。

Individual extreme violent crimes have always been a major“chronic disease”that undermines social order and stability,and such crimes often show the characteristics of concealment of potential criminal personnel,a sudden occurrence of violent acts,and serious consequences of violent acts,which constantly stimulate the nerves of society.An investigation of the prevention and control of individual extreme violent crimes found that there are problems such as the lack of synergy in the prevention and control of individual extreme violent crimes,the lack of control of special personnel,and the weak ability to warn and prevent individuals,which affects the prevention and control of individual extreme violent crimes.Therefore,we can take urban social governance as the starting point,implement the policy of pluralistic governance and comprehensive governance,implement the control of special personnel,optimize the conflict resolution chain,enhance the prevention ability,promote the implementation of urban social governance,and reverse the control of individual extreme violent crimes.
