Agricultural Insurance under the Leadership of the Communist Party of China:the Centennial Development History and Basic Experience

中国共产党自诞生之日起,就十分重视农业问题。农业保险作为分散农业风险、保障农业生产安全、稳定农民收入以及维护社会稳定的风险管理工具,受到党和政府的高度重视。中国共产党领导的农业保险在革命、建设、改革、新时代的实践中不断完善,历经早期探索、起步与停滞、恢复、萎缩、新探索、完善创新等发展阶段,走出了一条具有中国特色的农业保险发展之路。在中国共产党成立100周年之际,以马克思主义唯物史观为指导,系统回顾总结中国共产党领导的农业保险的发展历程和基本经验,为全面深化农业保险改革,构建现代化农业保险体系提供理论指导和现实借鉴。

Since its birth, the Communist Party of China has attached great importance to the issue of agriculture. Agricultural insurance has been highly valued by the Party and the government as a risk management tool to disperse agricultural risks, ensure the safety of agricultural production, stabilize farmers’ income and maintain social stability. Agricultural insurance under the leadership of the Communist Party of China has been continuously improved in the practice of revolution, construction,reform and the New Era, and has gone through the development stages of early exploration, start and stagnation, recovery, shrinkage, new exploration and perfection and innovation, and has walked out of a road of agricultural insurance development with Chinese characteristics. On the occasion of the 100 th anniversary of the founding of the Communist Party of China, with the Marxist historical materialism as the guide, this paper systematically reviews and summarizes the development history and basic experience of agricultural insurance under the leadership of the Communist Party of China, so as to provide theoretical guidance and practical reference for comprehensively deepening agricultural insurance reform and building a modern agricultural insurance system.
