新常态下发电企业外委承包商的安全管理

Safety Management of Outsourcing Contractors of Power Generation Enterprises under the New Normal

随着大型发电企业深化电力改革,持续进行主辅分离、机构精简,大量的非核心业务,如燃料运行维护、水煤油采制样化验、机组检修、零星修缮和生产保洁等外包给第三方承包商承揽。但是承包商的业务水平、人员的稳定性和技能水平形态各异,加之外包业务一般为危险性高、作业强度大、作业环境复杂的业务,电力行业经常性发生承包商作业人员死亡、重伤等现象。低价中标导致低成本运作,承包商作业人员收入低、技能水平差、流动性大,生产现场习惯性违章时有发生。合同的有效期短导致业务承揽单位追求短期回报和资金的快速回笼,承包商的班组、团队建设仅仅停留在表面、系统性管理手段不多,无论是检修作业水平还是安全意识、反违章素养均与电厂要求差距甚大,对火电厂的零火险、零工伤、零非停、零污染、零违章的"五零"目标构成了巨大的威胁。因此,发电企业当前最为紧迫的任务就是提高管理水平,将"五同时、五统一"的理念落实到承包商队伍建设当中,这是适应习近平主席关于安全生产的重要论述的重要指示精神的需要。

However, the Contractor’s business level, personnel stability and skill level vary. In addition, the outsourcing business is generally a business with high risk, high operation intensity and complex operation environment. The death and serious injury of contractor operators often occur in the power industry. Winning the bid at a low price leads to low-cost operation, low income, poor skill level and high mobility of contractor operators, and habitual violations on the production site occur from time to time. The short term of validity of the contract leads to the business Contractor’s pursuit of short-term return and rapid return of funds. The Contractor’s team and team construction only stays on the surface, and there are few systematic management means. There is a big gap between the maintenance operation level, safety awareness and anti violation literacy and the requirements of the power plant. It poses a great threat to the "five zero" goal of zero fire insurance, zero industrial injury, zero non-stop, zero pollution and zero violation in thermal power plants.
