Safety Evaluation of FPSO Cabin Renovation in the Non-stop Production

摘要 为了解决中国海洋石油某FPSO不停产完成舱室改造的难题,以法律政策为依据,构建了安全评价体系,通过专家评议法、预先风险分析(PHA)、事故树等评价方法,从设计、施工、生产维护等各阶段进行了综合评价,保障了该FPSO生产污水处理系统的升级优化,提升了管理水平。本次评价对海洋石油工程不停产施工等高风险作业,尤其是FPSO舱室改造类项目有很好的借鉴意义。 In order to conduct FPSO tank modification safely during production period, a safety evaluation system was established based on legal and policies. The expert review, pre-risk analysis(PHA), fault tree analysis and other evaluation methods was conducted in whole project life including design, construction, in-service phases, so as to ensure the upgrading and optimization of the FPSO produced water treating system and improved the management level. This evaluating is a good example for high-risk construction such as non-stop production project on offshore oil facilities, especially for FPSO tank modification projects.
