Network security of medical insurance management system is not only an important platform for public participation in the management of medical insurance,but also a risk to social stability. In the management of medical insurance system,the number of urban medical insurance card users will exceed 100 million users in the next few years. The public pays in real time in the hospital for medical treatment. Through the certification,the medical expenses of the legal user’s medical insurance(75-80% of the total medical expenses) are directly paid to the hospital from the Internet,which is safe and fast,and saves the cost of medical expenses reimbursement approval. Financial settlement is safe and accurate. The network public opinion research literature on medical insurance safety is based on different types of public opinion research objects as the standard and different models as the standard for sorting,classifying and summarizing the ideas of these documents and the strategies. It is considered that only increasing equipment(i.e. capital) investment to improve the number of users managed by CA Certification Center is only a drop in the bucket,and a disruptive certification technical architecture is needed to solve the problems faced by large-scale certification.
