摘要
教育信息化治理是信息技术系统与教育治理系统实现融合后的系统形态,其实践过程是教育治理信息化。经过多年发展,我国教育治理系统与信息化系统逐步融合,形成了初具规模的教育信息化治理体系,正朝着多元化、统合化、人本化方向发展,对治理体系研究提出新要求。同时,教育信息化治理特别是县域教育信息化治理体系建设中存在统筹不足、效能不够等问题,也迫切要求着我们加强治理体系研究。为此,该文运用复杂适应系统(CAS)理论视角对县域教育信息化治理体系进行了理论建构,通过分析和总结县域教育信息化治理的“五主体”、教育治理过程的“四环节”和教育信息化治理的“五切点”,提出了以信息化治理主体层、信息化治理网络层和信息化治理应用层等为主要内容的县域教育信息化治理体系“三层”模型,梳理了治理主体信息化、治理网络全纳化、治理应用融合化等行动策略,以期为未来教育信息化治理体系建设提供参考。
Education informatization governance is a system form after the integration of information technology system and educational governance system,and its practical process is the informatization of education governance.After years of development,Chinese education governance system has been continuously integrated with the informatization system,forming an initial scale of education information governance system,which is developing towards diversification,integration and humanism in the future,and puts forward new requirements for the research of governance system.At the same time,there are problems such as insufficient overall planning and insufficient efficiency in the construction of education informatization governance,especially in the construction of county education informatization governance system,which also urgently requires us to strengthen the research of governance system.Therefore,this article uses the perspective of complex adaptive system(CAS)theory to construct the county education informatization governance system.By analyzing and summarizing the“five agents”of county education informatization governance system,the“four phases”of education governance process and the“five key points”of education informatization governance,the study constructs the“three-layers”model of county education informatization governance system with informatization governance agent layer,informatization governance network layer and informatization governance application layer as the main content,and puts forward some action strategies,such as building information technology-based governance agents,inclusive governance networks and integrated governance applications,and attempts to provide reference for the construction of education informatization governance system in the future.
