中央环保督察对工业发展质量的影响

The Influence of Central Environmental Supervision on the Quality of Industrial Development

基于中国30个省份月度宏观工业经济数据,从工业经济“质”和“量”两个维度,采用事件分析法研究中央环保督察对工业发展质量的影响。结果表明:短期来看,中央环保督察使得工业经济在“量”上付出了一定的代价,且对工业经济的“质”没有显著影响;长期来看,中央环保督察对工业经济“量”的影响不显著,但降低了单位能耗,提升了工业经济的“质”。首轮环保督察助推化解过剩产能,降低了钢铁等高污染产品产能,“回头看”使得工业经济效率得到提升。总体上看,中央环保督察提升了工业发展质量,且首轮环保督察和“回头看”各自发挥了效用,推动了供给侧结构性改革。

Based on the monthly macro industrial economic data of 30 provinces in China,this paper studied the impact of central environmental supervision on industrial development quality from two dimensions of"quality"and"quantity"of industrial economy by using Event analysis method.Results show that,in the short term,the central environmental supervision makes the"quantity"of industrial economy pay a certain price,and has no significant impact on the"quality"of industrial economy.In the long run,the impact of central environmental protection supervision on the"quantity"of industrial economy is not significant,but it reduces the unit energy consumption and improves the"quality"of industrial economy.The first round of environmental inspectors helped cut overcapacity,reducing the capacity of polluting products such as steel,and improving the economic efficiency of industry in retrospect.Central environmental protection supervision has improved the quality of industrial development,and the first round of environmental protection supervision and"Looking Back"have played their respective roles in promoting supply-side structural reform,which is of great practical significance for the realization of high-quality industrial development.
