双重环境规制、科技创新与产业结构变迁——基于中国城市面板数据的实证检验

Dual Environmental Regulation,Technological Innovation and Industrial Structure Changes——Empirical Test Based on Panel Data of Chinese Cities

基于中国2007-2018年285个城市面板数据,实证研究了科技创新、双重环境规制对产业结构变迁的影响。结果显示:正式环境规制不利于产业结构合理化,对产业结构高级化的影响呈“U”型特征,非正式环境规制对产业结构变迁影响不一;科技创新的产业结构变迁效应体现在高级化而非合理化上,并在产业结构合理化与正式环境规制之间发挥正向调节作用。分组研究结果表明:双重环境规制、科技创新的产业结构变迁效应具有区域异质性。门槛模型显示:正式环境规制会由于科技创新水平高低变化而对产业结构高级化产生不同影响。

Based on the panel data of 285 cities in China from 2007 to 2018,this paper empirically studies the impact of technological innovation and dual environmental regulations on industrial structure changes.Results show that formal environmental regulations are not conducive to the rationalization of the industrial structure,and have a"U"-shaped impact on the advancement of the industrial structure.Informal environmental regulations have different impacts on industrial structure changes.The effect of technological innovation on industrial structure changes is reflected in advancement rather than rationalization.It has played a positive regulatory role between the rationalization of the industrial structure and formal environmental regulations.Grouped research shows that the industrial structure change effects of dual environmental regulation and technological innovation have significant regional heterogeneity.The threshold model shows that formal environmental regulations will have different effects on the advancement of the industrial structure due to changes in the level of technological innovation.
