绩效生产场域下的科技创新政策两层次绩效评价研究——以广州为例

Two-Level Performance Evaluation of Science,Technology and Innovation Policy from the Perspective of Policy Performance Production——Taking Guangzhou as An Example

通过借鉴政策情境理论,提出以政策绩效生产场域建构来引导评价技术设计的新思维。针对广州市“十三五”科技创新政策体系,可从目标决策与分解、组织分工与协同、制度勾资源保障、实施过程与监督、效益发挥与问责5个维度来梳理其绩效生产场域,据此开发由战略规划一政策项目两个层次组成的评价技术方案,兼具对政策目标效益进行价值审视4事实诊断的功能。实证评价结果从两层次政策绩效评分、政策体系综合绩效表现、政策绩效生产的亮点与不足三个方面来呈现。

Borrowing from the policy context theory,this paper proposes a new thinking to guide the evaluation system design by constructing policy performance production field.According to Guangzhou's"13th Five-Year Plan"STI policy system,performance production field can be described through the four dimensions of decision-making and target decomposition,organizational division anti coordination,resource guarantee and mechanism building,implementation process and supenision.Based on these,it develops an evaluation model composed of two levels of strategic plan and policy projects,which may help to unify the value review and factual diagnosis.Empirical results of evaluation are presented as two-level policy performance score,comprehensive performance of the policy system,and highlights and shortcomings of policy performance production.
