山东省海洋资源环境承载力评价研究

Study on Evaluation of Marine Resources Environmental Carrying Capacity in Shandong Province

为更好地了解山东省海洋资源环境承载力水平及变化趋势,本文构建海洋资源环境承载力评价体系,采用熵权TOPSIS模型对山东省2007—2017年海洋资源环境承载力水平及3个子系统水平进行综合评价。结果表明:2007—2017山东省海洋资源环境承载力年总体呈现明显上升趋势。从各子系统看,山东省海洋经济发展总体呈现上升趋势,其中由于2008年金融危机等因素的影响,2009年出现了经济发展指数断崖式滑坡,2009年后经济发展一直保持上升状态。山东省海洋资源承载整体呈波动上升趋势,其中2010年海洋资源承载水平最低。山东省海洋环境承载整体呈现缓慢上升趋势,其中2011年海洋环境承载力水平最低。未来山东省要重点制定提升海洋环境承载力政策,优化海洋资源利用效率,从而促进山东省海洋经济可持续发展。

In order to better understand the level and change trend of marine resource and environmental carrying capacity in Shandong Province,this paper constructs the evaluation system of marine resources and environment carrying capacity,and uses the entropy-weight TOPSIS model to carry out a comprehensive evaluation of the marine resource environmental carrying capacity and the three subsystem levels in Shandong Province from 2007 to 2017.The results of the study indicate that the overall carrying capacity of marine resources and environment in Shandong Province has shown a clear upward trend from 2007 to 2017.From the perspective of various subsystems,the development of marine economy generally shows an upward trend.Among them,due to the factors such as the 2008 financial crisis,there was a cliff-like landslide of economic development in 2009,and the economic development has maintained an upward trend since 2009.The overall carrying capacity of marine resources showed an upward trend of fluctuations,and the level of carrying marine resources was the lowest in 2010.The overall marine environmental carrying capacity was slowly increasing,with the lowest level of marine environmental carrying capacity in 2011.In the future,Shandong Province will focus on formulating policies to enhance the carrying capacity of the marine environment and optimize the utilization efficiency of marine resources,so as to promote the sustainable development of marine economy in Shandong Province.
