环渤海经济区海洋生态环境协同治理的法治化

Legalization of the Coordinated Management of Marine Ecological Environment in the Bohai Economic Zone

近年来,在国家的高度重视下,环渤海经济区经济取得快速发展。然而,在环渤海经济区全面开放和协同发展的同时,给海洋生态环境带来了巨大的污染,经济与环境、资源之间的矛盾日益深化。本文从环渤海区域经济发展与海洋生态环境保护的内在关系入手,分析目前该区域海洋生态环境面临的法律问题,并从立法、执法、司法等角度提出区域协同治理对策,从而营造良好的海洋生态环境,推动环渤海区域经济又好又快地发展。

In recent years,with the high attention of the state,the economy of Bohai Economic Zone has achieved rapid development.However,with the overall opening-up and coordinated development of the Bohai Economic Zone,the marine ecological environment has been greatly polluted,and the contradiction between economy,environment and resources is deepening day by day.Starting from the internal relationship between regional economic development and marine ecological environment protection,this paper analyzes the legal problems faced by the marine ecological environment in the region at present,and puts forward regional coordinated management countermeasures from the perspective of legislation,law enforcement,justice,so as to create a good marine ecological environment and promote the sound and rapid development of the regional economy in the Bohai Sea.
