成立背景1984年,民政部应国际社会工作者联合会的邀请,派两名同志以观察员的身份参加了在加拿大蒙特利尔举行的国际社会工作者联合会第八次国际讨论会。1986年、1988年,民政部又相继派出两批观察组参加了国际社会工作者联合会第九、第十次国际讨论会。筹备阶段1989年3月20日,民政部下发了《转发<关于部属各类协会有关问题的意见>的通知》。

In 1984,at the invitation of the International Federation of Social Workers(IFSW),the Ministry of Civil Affairs sent two delegates to Montreal,Canada.The employees were to observe the Eighth IFSW International Seminar.On July 5,1991,the first meeting of Congress as well as the inaugural meeting of the Chinese Association of Social Workers was held in the Great Hall of the People in Beijing.
