江苏省人民政府推动电子商务物流领域创新发展的政策研究

Analysis on Policies of the People’s Government of Jiangsu Province to Promote the Innovative Development of E-commerce Logistics

党中央推动电子商务及相关物流产业创新发展的决意是一贯而强烈的。良好的政策环境是产业创新发展的重要支柱。虽然探究政策优化的研究有重要现实意义,但直接以电子商务物流为主题的政策研究极为缺乏。研究聚焦江苏省人民政府自2002年以来发布的支持电子商务物流发展的政策文件,对文本内容进行深入分析。分析主要选取三个角度:政府部门对电子商务物流的一般性支持措施,对电商领域创新发展的规划部署,以及推动创新发展的具体策略。文中通过探究政策体系的内在逻辑指出其中的潜在问题,并为相关部门提出建议。

The Party Central Committee’s determination of promoting the innovative development of e-commerce and related logistics industries is consistent and strong. A good policy environment is an important pillar of industrial innovation and development. Although research on policy improvement has practical significance,but policy research on e-commerce logistics is lacking. This study focuses on the policy documents supporting the development of e-commerce logistics issued by the People’s Government of Jiangsu Province since 2002,and conducts an in-depth analysis of policy texts. The analysis mainly takes three perspectives: government departments’ general support measures for e-commerce logistics,planning and deployment of innovative development in the field of e-commerce,and specific strategies to promote innovative development. This article indicates potential problems in the policy system through exploring its internal logic,and makes recommendations for government departments.
