城市更新是新时期城市转型发展的必由之路,也是城市自我调节与提升的内在要求。然而,我国现有的诸多城市建设与管理制度是改革开放以来为支持大规模、快速城镇化进程而确立的,在应对城市发展转型时表现出越来越强的不适应性,对城市更新工作形成一定阻力,致使各地更新进程不时陷入困境。如何建立体系化的城市更新制度以有效推进更新活动秩序化开展,成为新时期国家和地方亟待解决的客观问题与重大挑战。

Urban renewal is the only way for urban transformation and development in the new era,and it is also an inherent requirement for urban self-regulation and improvement.However,many of my country’s existing urban construction and management systems have been established to support large-scale and rapid urbanization since the reform and opening up.They have shown increasingly strong incompatibility in response to urban development and transformation,and have become more and more incompatible with urban renewal work.A certain degree of resistance is formed,causing the update process in various places to get into trouble from time to time.How to establish a systematic urban renewal system to effectively promote the orderly development of renewal activities has become an objective problem and a major challenge urgently to be solved by the country and localities in the new era.
