困弱群体的参与性共同富裕与社会工作的促进作用

Participatory Common Prosperity of Vulnerable Groups and Promotional Role of SocialWork

追求共同富裕是中国共产党的一贯目标,当前党和政府对共同富裕的重视是要处理多方面问题,从而具有多重面向。共同富裕是综合性概念,既包括共同性,也具有差异性。共同富裕应该包括困弱群体,而困弱群体的富裕是相对性富裕,是与其他群体的共进性富裕,也是困弱群体作为主体参与性共同富裕。社会工作可以通过协助困弱群体增加参与经济机会,协助政府实施好社会政策,提供专业社会服务,增进其社会联结,提升其经济社会生活能力,从而促进其走向参与性共同富裕。

The pursuit of common prosperity has long been the goal of the Communist Party of China(hereafter CCP).The CCP and Chinese government has been placing great emphasis on tackling various social issues from multiple dimensions.This includes promoting the continued development of low-income groups,mitigating the relatively serious gap between the rich and the poor,building an“olive-shaped”society and demonstrating the superiority of socialism with Chinese characteristics.Common prosperity should be understood from a holistic perspective,not only materially,but also socially and spiritually.In this regard,common prosperity is a comprehensive concept,including both commonality and difference.The agenda of common prosperity should certainly include vulnerable groups.The prosperity of the vulnerable groups is relative prosperity compared to their present living standard,and co-progressive prosperity that develops together with other groups.Nonetheless,the vulnerable groups’prosperity is not necessarily achieved as other groups at the same time and the same level.Additionally,the common prosperity requires participation of the vulnerable groups with their own proactivity.It can be seen as the participatory common prosperity with the vulnerable groups as the subject.Participatory common prosperity as a process and state is characterized with subjective participation,mutual assistance,developmental and sharing.Social work pro‐fession plays a critical role in helping the vulnerable groups to increase economic participation opportunities,assisting the government to implement social policies,delivering professional social services,building social connections,and enhancing their economic and social life skills,to name a few.With this regard,social workers should improve their professional skills and performance,actively and effectively participate in the development people’s basic livelihood and social building,and work with vulnerable groups to promote their common prosperity.
