实现共同富裕,是社会主义的本质要求,是共产党人对中国人民的庄严承诺。在推进社会主义现代化过程中,实现高质量的共同富裕,是民政的切实担当。本文从历史与现实的维度,采取文献研究方法,分析了共同富裕与民政的理论关系,及民政的实践方位。研究发现,共同富裕的民政制度优势表现于解决赤贫问题、实现温饱、全面建成小康社会等历史阶段。由于共同富裕的差别化内在特性,要求民政角色过程中,坚持保障底线公平、相对公平、拒绝平均主义的立场,充分履行社会政策传递者、第三次分配促进者、社会教育者角色,促进民政对象成长,不断使相对贫困人群进入中等收入阶层。而实现这一目标,关键在于通过促进传统民政的教条主义、经验主义、单向主义的三重跨越,不断推动民政服务、机制、治理等方面创新。

Common prosperity is the essential requirement of socialism.“The people-centered development philosophy promotes common prosperity through high-quality development.”Xi said.After the CPC Central Committee led the Chinese people in completing the building of a moderately prosperous society in all respects,it sounded the horn once again for the great rejuvenation of the Chinese nation.In building a moderately prosperous society in all respects,civil affair has given full play to its supporting role and demonstrated its powerful functional advantages.In the new historical stage,how does civil affairs play its due role to ensure civil affair objects to enter a quality society for common prosperity?In the historical process of realizing common prosperity,civil affairs plays the role of advocator,implementor and coordinator of the interests of civil affairs groups.Civil affairs is a loyal practitioner of the socialist ideal of common prosperity.Under the general framework of socialist economic development,civil affairs actively play the role of poverty alleviation.Looking back on the 70-plus years of history since the founding of the People’s Republic of China,civil poverty alleviation has gone through three stages:solving extreme poverty(1956-1978),realizing adequate food and clothing(1978-2000),and building a moderately prosperous society(2000-2020).Specifically,the role of civil affairs is centered on improving the ability of civil affairs objects,fulfilling the responsibilities of social policy delivery,the promoter of the third distribution,and the social educator of civil affairs objects.At the same time,we also realize that civil behavior but also in the process of“common”common wealth,pay attention to both common“result”,pay more attention to the common“process”,and the process is the responsibility of the civil affairs and value:the bottom line is the guarantee fair,satisfy civilian objects,clothing,basic education,public health and basic medical needs;The second is to advocate the relativity of fairness,the spirit of civil affairs clas‐sification guarantees to give corresponding treatment to the same object;The third is to reject equalitarian‐ism,pay attention to the differentiated and personalized needs of civil affairs objects,and advocate helping them repair social functions.In addition,it is necessary to break through the relatively simple and extensive low-quality service in the connotation of civil affairs service and meet the diversified,personalized and differentiated service needs of the people.In particular,it has done more to promote people’s all-round development,individuality and social respect.To achieve this goal,it is necessary to insist on anchoring the thoughts and worries of civil affairs objects,grasping their preferences and grasping the value pursuit of social policies.Common prosperity endows civil affairs with many new issues in the realization of socialization of public service,coordination of social assistance,modern specialization of charity,demonstration of grass-roots governance and systematization of elderly care service.Therefore,the innovation of civil affairs service,civil affairs mechanism and civil affairs should be promoted by crossing dogmatism,empiricism and unidirectional doctrine.In general,the natural endowment of civil affairs and the historical origin established with common prosperity give them isomorphic and reciprocal opportunities.There is no doubt that civil affairs will become an important force for common prosperity and make continuous efforts for it.
