摘要
[目的/意义]科技创新处于国家发展全局的核心位置,专利保护作为其重要的一环,越来越受到大众重视。如何精准地进行专利质量评估,对促进经济发展、技术进步、社会资源的优化配置等具有重要作用。[方法/过程]基于现有专利质量评估的相关研究,从专利技术价值、法律价值和经济价值三个方面,建立了量子遗传算法结合层次分析理论的专利质量评价指标权重分配模型,在确定专利指标权重后,引入灰色系统结合证据理论对专利质量进行综合评价。[结果/结论]提出的方法通过灰色系统理论重构证据理论中的基本概率分配函数,解决了高冲突、高计算量等问题,并对专利质量进行综合评价,使评价结果更加合理。该方法无需先验信息,能够对任意专利进行评价,具有普适性。
[Purpose/significance]Scientific and technological innovation is at the core of national development.As an important part of scientific and technological innovation,patent protection is being paid more attention.How to evaluate patent quality correctly plays an important role in promoting economic development,technological progress and the optimal allocation of social resources.[Method/process]The paper establishes the weight distribution model of patent quality evaluation index based on quantum genetic algorithm combined with hierarchical analysis theory from three aspects of technology value,legal value and economic value on the basis of related research of the existing patent value evaluation.And it comprehensively evaluates the patent quality by introducing the grey system combined with evidence theory when the patent index weight is determined.[Result/conclusion]The method proposed in this paper reconstructs the basic probability distribution function of evidence theory through grey system theory,solves the problems of high conflict and high computation and evaluates the patent quality which can make the evaluation result more reasonable.Each patent can be evaluated by this method which is widely applicable without prior information.
