随着我国历史方位新的转变和乡村振兴战略的实施,我国经济环境也进行着转型升级。当前,土地制度及其改革创新要以提升农业生产稳固性、增强农民收益保障性、维护农村治理有效性和推动城乡发展协调性为战略目标,坚持生产力标准的根本依据、坚持农民主体性的价值取向、坚持土地公有制的底线原则和坚持审慎稳妥的改革基调,在社会主义公有制和市场经济体制框架之下,通过推动土地制度联动改革以形成改革合力、加强权能拓展和动能激活以构建中国特色土地产权制度、推动农业规模化经营的发展以实现小农户与现代农业有机衔接等路径,进一步深化农村土地制度改革,为深化农村改革和全面推进乡村振兴提供核心支撑。
