基于推进城市网河生态流量保障工作的探讨——以三水区左岸涌生态流量保障项目为例 被引量:4

摘要 目前生态流量工作的推进多以区域内重要河湖为对象,对于城市网河生态流量保障工作尚未有切实的抓手。以三水区左岸涌生态流量保障项目为例,通过开展现场测流工作获取河涌断面数据,应用湿周法计算河涌生态流量大小,并将计算结果对应的水力生境参数与R2-CROSS法和生态水力学法要求的水力生境参数进行比对验证,确定生态流量管控目标,另考虑城市网河特殊性,特增加生态水位作为城市网河生态流量管控目标体系的补充;最后提出河涌生态流量保障方案,制定生态流量监测与预警体系,明确生态流量保障责任主体,确定生态流量考核方式及要求,成果可为城市网河区生态流量保障工作的开展提供借鉴。 At present,the advancement of ecological flow work is mostly aimed at important rivers and lakes in the region,but there is no practical way to guarantee the ecological flow of urban network rivers.Take the ecological flow guarantee project of Zuoan River in Sanshui District as an example,the cross-section data of the river were obtained through the on-site flow measurement,and the ecological flow of the river was calculated by the wetted perimeter method.The hydraulic habitat parameters corresponding to the calculation results were compared with the hydraulic habitat parameters required by the R2-CROSS method and the ecological hydraulics method to determine the ecological flow control objectives.In addition,considering the particularity of urban network rivers,the ecological water level is specially increased as a supplement to the urban network river ecological flow control target system;Finally,the ecological flow protection plan of the river is proposed,the ecological flow monitoring and early warning system is formulated,the responsibility of the ecological flow protection is clarified,and the ecological flow assessment methods and requirements are determined.This achievement can provide a certain reference for the development of the ecological flow guarantee work in the urban river network area.
