郑州市高端装备制造业专利标准化发展现状及对策研究

Development Status and Countermeasures of Patent Standardization in High-end Equipment Manufacturing Industry in Zhengzhou Countermeasure Research

郑州市的高端装备制造业近些年的专利标准化水平虽然在进步,但在专利与标准相结合方面还处于初级阶段。本文以2017—2019年郑州市的国家级知识产权优势企业和国家级知识产权示范企业为研究对象,通过分析其参与相关标准情况、专利被标准引用情况和企业专利情况,发现郑州市高端装备制造业研发专利技术前的标准布局意识不够强、尚未将标准制订与技术研发进行战略性整合、缺乏规划和实施专利标准化工作的复合型人才等关键性问题,进而提出政策建议。

Although the patent standardization level of high-end equipment manufacturing industry in Zhengzhou is improving in recent years,the combination of patent and standard is still in the primary stage.This paper takes the national intellectual property advantage enterprises and national intellectual property demonstration enterprises in Zhengzhou from 2017 to 2019 as the research object.By analyzing their participation in relevant standards,patent ci⁃tation by standards and enterprise patents,it is found that the awareness of standard layout before developing patent⁃ed technology in Zhengzhou high-end equipment manufacturing industry is not strong enough key issues such as the strategic integration of standard formulation and technology R&D,the lack of compound talents for planning and im⁃plementing patent standardization,and then put forward policy suggestions.
