基于协同理论的西安市科研诚信建设与策略研究

Research on the Construction and Strategy of Scientific Research Integrity in Xi'an Based on Collaborative Theory

科研诚信是科技创新的基石。我国二十多年的高校市场化改革一方面大大推动了高校体制机制创新,促进全国高校科研能力跨越式大发展,另一方面也造成了一些不可避免的问题在学术界蔓延,严重影响了高校学术科研的健康环境,成为我国高校世界一流建设的极大阻碍。本文从我国科研诚信与监督体系建设发展历程入手,结合目前我国科研诚信与监督体系建设过程中的国家政策文件,运用“三螺旋理论”,厘清政府、高校、第三方机构三者间的协调合作关系,建立西安市科研诚信建设模型,为预防学术腐败、科研不端,建立系统化、体系化科学健康的科研学术氛围提出对策与相关建议。

Scientific research integrity is the cornerstone of scientific and technological innovation.On the one hand,the market-oriented reform of colleges and universities in China for more than 20 years has greatly promoted the in⁃novation of institutions and mechanisms of colleges and universities and promoted the great leap forward develop⁃ment of research capacity of colleges and universities in China.On the other hand,it has also brought some inevitable problems.The atmosphere of"utilitarianism"and"money worship"has spread in the academic circles,resulting in misconduct in scientific research,which has seriously affected the healthy environment of academic research in Col⁃leges and universities.It has also become a great obstacle to the construction of world-class colleges and universities in China.Starting from the development process of the construction of scientific research integrity and supervision sys⁃tem in China,combined with the national policy documents in the construction of scientific research integrity and su⁃pervision system in China,this paper uses the"three helix theory"to clarify the coordination and cooperation relation⁃ship among the government,universities and third-party institutions,and establishes the construction model of scien⁃tific research integrity in Xi'an,so as to establish a systematic and put forward countermeasures and relevant sugges⁃tions to systematize scientific and healthy scientific research academic atmosphere.
