上海市杨浦区“科创中国”与“双创”融合的态势分析与启示

The situation and enlightenment of the integration of"Innovation China"and"Mass Entrepreneurship and Innovation"in Yangpu District of Shanghai

“科创中国”与“双创”融合发展,既是适应当前新发展格局的内在要求,也是我国未来科技创新驱动高质量发展的重要方向。本文对上海市杨浦区“科创中国”和“双创”融合的现状及问题进行了调查研究。研究结果表明,上海市杨浦区目前已形成“科创中国”与“双创”自然融合、相互借力、共同发展的良好态势;同时,二者在融合方面还存在着缺乏顶层设计、融合机制不完善、融合深度不足等问题;未来应该进一步加强顶层设计、更好发挥科协特色资源优势、发展融合的平台类机构以及构建区域协同创新共同体以推动二者深度融合。

The integrated development of"Innovation China"and"Mass Entrepreneurship and Innovation"is not only the internal requirement to adapt to the new development paradigm,but also an important direction for China's future scientific and technological innovation to lead high-quality development.This paper investigates the current situation and problems of the integration of"Innovation China"and"Mass Entrepreneurship and Innovation"in Yangpu District,Shanghai.The results show that Yangpu District of Shanghai has formed a good trend of natural integration,mutual borrowing and common development of"Innovation China"and"Mass Entrepreneurship and Innovation".At the same time,there are still some problems in the integration,such as lack of top-level design,imperfect integration mechanism,and insufficient integration depth.In the future,we should further strengthen the top-level design,give better play to the characteristic resource advantages of China Association for Science and Technology,develop integrated platform institutions and build a regional collaborative innovation community to promote the deep integration of the two.
