“一带一路”倡议下双创示范基地推动产业升级的思考和建议

Thoughts and suggestions on the"Mass Entrepreneurship and Innovation Demonstration Bases"promoting industrial relocation and upgrading under the Belt and Road Initiative

为推动产业升级,应大力发展与“一带一路”倡议结合的双创示范基地建设。本文首先对“一带一路”倡议促进双创示范基地推动产业转型升级的作用机制进行了研究。在分析双创示范基地发展现状的基础上,提出了其建设过程中可行的发展方向;同时为促进区域产业结构升级,从人才培育、金融服务、共享机制、营商环境、区位联通和离岸建设六方面提出了基地建设的具体发展建议。

To promote industrial transfer and upgrading,we should vigorously develop"Mass Entrepreneurship and Innovation Demonstration Bases"in conjunction with the Belt and Road Initiative.This paper mainly analyzes the mechanism of action for the"Belt and Road"initiative to promote"Mass Entrepreneurship and Innovation Demonstration Bases"which completes the industrial transfer and upgrading.After analyzing the development status of the base,clear development direction is proposed for the construction process.It also puts forward specific development requirements for its follow-up development from the aspects of talent cultivation,enhancement of financial service,establishement of sharing mechanism and improvement of business environment.
