Constructing smart ocean system to build the world's maritime power

海洋事业关系民族生存发展状态,关系国家兴衰安危。党的十八大作出了建设海洋强国的重大部署。智慧海洋建设是海洋强国战略的积极探索,本文分析了我国智慧海洋建设存在的巨大产业空间,梳理我国智慧海洋建设现阶段存在的主要问题。围绕问题,文章提出了用信息化和数字技术赋能我国海洋产业,从顶层设计、经济发展空间,产学研体系建设、人才、全球海洋治理五个方面提出建议。

The marine industry relates to the state of national survival and development,and to the rise and fall of a country.The 18th National Congress of the Communist Party of China made a major deployment to build a maritime power.This article points out that the construction of the smart ocean is an active exploration of the strategy of the maritime power,analyzes the huge industrial space in the construction of the smart ocean in China,and sorts out the main problems existing in the construction of the smart ocean in China at this stage.On this basis,this paper puts forward suggestions from the following five aspects:top-level design,space for economic development,construction of industry-university-research system,talents and global ocean governance through the application of informatization and digital technology to empower China's marine industry.
