PPP项目安全生产标准化管理体系建设与实践

Construction and Practice of PPP Project Safety Production Standardization Management System

为解决PPP项目安全生产管理中存在的问题,本文梳理了建设工程安全生产标准化的国内外研究,结合对实际工程的现场调研分析了现有安全管理体系的局限性。基于现有局限从目标职责、制度化管理、教育培训、安全风险管控及隐患排查治理、现场管理、应急管理、事故处理、持续改进八个方面构建了PPP模式下项目公司的安全生产标准化管理体系,并针对不同建设类型的项目编制了相关制度及形成指南,在实际工程中进行了应用实践,切实改善了项目安全管理现状,为建立行业标准提供了理论支撑。

In order to solve the problems existing in the safety production management of the PPP(public-private partnership)projects,this article reviews the domestic and foreign research on the safety production standardization of construction projects,and analyzes the limitations of the existing safety management system through the field investigation of actual projects.Based on the existing limitations,this paper establishes the safety production standardization management system of the project company under the PPP mode from eight aspects of target responsibility,systematic management,education and training,safety risk control and hidden danger investigation,site management,emergency management,accident treatment and continuous improvement.The application of this standardization management system in practical engineering shows that it effectively improves the project safety management and provides theoretical support for developing industrial standards.
