Construction of National Important Wetland Management System

建立国家重要湿地管理制度体系,是落实党中央关于生态文明建设决策部署的重要举措,是全面保护湿地、稳步提升我国湿地保护管理能力的必然要求,是推进湿地分级管理工作的迫切需求。该文选取近年来湿地保护分级管理工作完成较好的省份和存在较大困难的省份,实地调查国家重要湿地保护管理成效与现状,分析得出国家重要湿地管理现阶段主要面临管理体制不顺、发展与保护矛盾突出、动态监督管理机制不健全、网络体系不完善、科技支撑力量不足、缺乏多领域的专家委员会、缺乏目标责任考核机制等问题,并结合调研过程中利益相关主体与相关专家的意见与建议提出完善国家重要湿地保护管理的有效途径。

The establishment of the national important wetland management system is an important measure to implement the decision and deployment of the CPC Central Committee on ecological civilization construction,it’s an inevitable requirement for the comprehensive protection of wetlands and improving China's wetland protection and management capacity steadily,it’s also an urgent need to promote the hierarchical management of wetlands.In this paper,we have conducted a survey on effect and present situation of national important wetland conservation and management in the province which has excellent performance and the province which has great difficulties in grading management of wetland conservation in recent years.We concluded that there are seven main problems the national important wetland management faced at the present stage,such as the inappropriate management system,the serious contradiction between development and protection,the imperfect dynamic supervision and management mechanism,the unsound network system,the scientific and technological support force is insufficient,the lack of the multi-field expert committee,and the lack of target responsibility assessment mechanism.Based on the opinions and suggestions of stakeholders and experts in the research process,we put forward our suggestions on policy adjusting to improve the protection and management of national important wetlands.
